Officer shot by suspect after foot pursuit - *UPDATE* - 10/29/20

UPDATE at 1450:

The officer involved in the shooting incident is Officer Andrew Parsons. Officer Parsons has been with the Salem Police Department since February 2020 after serving as a deputy with the Lincoln County Sheriff's Office. He received his officer certification in 2016 from the Oregon Department of Public Safety Standards & Training.

Original media release published on Oct. 29, 2020 at 1305:

Salem, Ore.. ––  On October 29, 2020 at approximately 9:50 a.m., a Salem Police patrol officer was conducting a traffic investigation when the involved vehicle crashed at 17th and Court STS NE. The driver fled from the vehicle on foot. The officer, on foot, pursued the driver into a resident backyard on Court ST NE.

Shortly after confronting the driver in the backyard, shots were fired. The officer was struck in the ankle. The suspect was also struck by gunfire and pronounced deceased at the scene. The officer was treated by medical staff and released.

As per Salem Police policy, the involved officer has been placed on administrative leave. In accordance with Senate Bill 111, the Salem Police Department has requested the Oregon State Police be the lead investigative agency for the incident.

This is an ongoing investigation and any further details will be released by the Oregon State Police.

No idlenties will be released until next of kin and positive identifications take place.

Street closures due to police activity - 10/29/20

An officer involved shooting has occurred in the vicinity of 17th and Center STS NE. The following streets are closed to allow for the scene investigation:

- 17th ST NE between Chemeketa and State STS

- Court ST NE between 17th and 14th STS NE

Police ask for public's help in identifying robber (Photo) - 10/28/20

Salem, Ore. — On Thursday, October 15, 2020 at approximately 11:30 a.m., the Casa Mexico store located at 3400 Portland RD NE was robbed at gunpoint.

The suspect is described as:

  • An adult white male adult wearing black shoes, pants and hoodie
  • Estimated height between 5 ft. 9 in. to 6 ft.
  • Estimated weight between 150 and 190 pounds
  • Blue eyes

The suspect arrived and left in a 2001 to 2002 dark-colored Nissan Frontier pickup truck.

*Update* Police investigate shooting in northeast Salem - 10/27/20

*Update October 27, 2020*

The victim in yesterday’s shooting on Pipebend Pl NE has been identified as Herman Leslie Graham III, age 48 of Salem.  An autopsy performed today, October 27, 2020, by the Oregon State Medical Examiner's Office determined the cause of death is gunshot wounds, and the manner of death is homicide. 

Salem Police Department detectives arrested Manuel Elisha North, age 46 of Eugene, in connection with the shooting. He was lodged at the Marion County Correctional Facility charged with the following crimes:

- Murder in the second degree

- Bias Crime in the first degree

- Unlawful use of a weapon

North is scheduled to be arraigned today at the Marion County Circuit Court annex.  As this is a pending criminal case, no further details will be released.  Inquiries should be directed to the Marion County District Attorney's Office.

Salem, Ore. — On Monday, October 26, 2020, at approximately 1:30 p.m. Salem Police officers responded to the 3300 block of Pipebend PL NE on a report of a shooting. Arriving officers confirmed that one person had been shot and is deceased. At least one person was detained at the scene.

Detectives have responded and will have the street closed for the next few hours for processing.

There is no threat to the general public.

This is an active case and no other information will be released today.

Salem Police investigating death at south Salem park **UPDATE** - 10/13/20

UPDATE:

The Oregon State Medical Examiner’s Office has released their determination regarding the death of Abigail Agustin Paz.  The State Medical Examiner has ruled the manner/cause of her death as a suicide. The Salem Police Department still considers this an active and on-going investigation, and as such will not release additional information related to the investigation. If you have any additional information regarding this incident, contact the Salem Police Department TIPS line at 503-588-8477.

On Friday, October 2, 2020 at approximately 1:15 p.m. Salem Police officers responded to Minto-Brown Park on a report of hikers finding a deceased person. The deceased has been identified as Abigail Agustin Paz, age 19, of Wood Village. Investigators are still working to determine her cause of death.

While a death in a public place may cause apprehension, please understand that this is an ongoing investigation and as such, we cannot release any further information at this time.
