VPD Seeks Assistance Locating Man Who Went Missing Near Columbia River (Update) -05/30/25

Today at around 5:30 p.m., several people who were swimming in the Columbia River near a beach in the area of the 6300 block of NW Lower River Road reported seeing a body in the river. Vancouver Police and the the Clark County Medical Examiner's Office responded. The Clark County Medical Examiner will positively confirm the identity, however it is believed that this is the body of Franky Fred. His family has been notified.

The Vancouver Police Department is seeking public assistance in locating Franky Fred, who was last seen by friends near Vancouver Lake last Friday (05/23/2025). Some of Franky's personal effects were also located near the lake, on a beach near the Columbia River. {C}{C}He was last seen wearing black Nike shoes, black pants, and a white hoodie with Hawaiian flowers. Franky Fred is an 18-year-old Pacific Islander male. He is 5'5", 140 pounds with black hair and brown eyes. If any member of the public has immediately actionable information as to Franky's whereabouts, they are encouraged to contact 911. Non-exigent information can be relayed to Detective Dewey at james.dewey@cityofvancouver.us.

Vancouver Police Investigate Shooting (Photo) -05/27/25

Vancouver, Wash. – Today at around 12:10 p.m. Vancouver Police responded to 4100 Plomondon Street for the report of a drive-by shooting in the parking lot near the Jim Parsley Center. The investigation indicated that some type of altercation occurred between several individuals in the parking lot with an unknown male shooting several rounds from a vehicle before driving off. There were no injuries reported.  Officers located three shell casings in the parking lot. Roosevelt Elementary School was briefly in secure response while police investigated.

During the investigation, it was learned that one of the juveniles in the parking lot retreated into the school located within the Jim Parsely center, concealing a handgun wrapped in a sweatshirt.  Video surveillance revealed that the juvenile handed the sweatshirt/handgun off to another juvenile, who attempted to conceal it inside the school.  The sweatshirt was located inside the school by police and was found to contain a stolen handgun. 

One 15-year-old male and one 17-year-old- male were booked into the juvenile detention center for Unlawful Possession of a Firearm II, Possession of a Stolen Firearm and Possession of a Dangerous Weapon on School Grounds. 

The Vancouver Police Department Crime Reduction Unit (CRU) is continuing the investigation to identify and locate the suspect(s) who fled the scene.

Nothing further is releasable.

Vancouver Police Investigate Homicide (Update 2) -05/05/25

Additional information related to this investigation is the victim had a rental car parked in his driveway and investigators learned that several individuals were seen in the victim’s driveway prior to the shooting checking and/or prowling vehicles in the area. Investigators believe that the victim’s garage door opener was located by the suspects, they entered the victim’s garage and shortly thereafter were confronted by the victim who was then shot and killed. 

Prior to the shooting, police were called to a residence on NE 15th Street for reports of several individuals prowling vehicles in that area, detectives believe those subjects are likely the same individuals involved in the shooting.

There is no information that the suspect(s) and the victim knew each other and the incident appears to be random.

Investigators are continuing to follow up on leads and information and are attempting to identify the suspect(s). No additional information is releasable at this time.

Detectives are confirming that the victim of the homicide was shot. The official report from the Clark County Medical Examiner’s Office is still pending, which will include the identity of the victim.  

 

Shortly before the homicide occurred, police were called to the report of an auto prowl in the 8500 block of NE 15th Street. Detectives are investigating whether there is any connection between the two incidents.

 

The investigation is ongoing and nothing additional is available at this time.

Vancouver, Wash. – On May 3, 2025, at around 4:08 a.m., Vancouver Police were called to an assault investigation in the 10400 block of SE French Rd. where a male was found with significant injuries. The victim was transported to an area hospital where he later died. This incident is being investigated as a homicide.

Detectives from the Vancouver Police Department Major Crimes Unit are continuing the investigation and nothing further is releasable at this time.
