Oregon City Human Trafficking Mission Results in Arrest and Conviction of Suspect: (Photo) - 08/27/24

On April 28th, 2021, Oregon City Police Detectives, along with the assistance of the Human Trafficking Multi-Disciplinary Team, led an operation in which detectives posed online as prospective “Johns” and/or prostitutes.  The mission was designed to lure violators to a location, investigate related offenses, make arrests, and to provide services (advocates) to potential victims of human trafficking.  An abandoned residence in Oregon City was used as the location point.

During the investigation, detectives communicated with a female online, and there was clearly an agreement to meet and exchange sexual acts for money. The female arrived near the target address and had been driven to the location by a male, who was identified as 25-year-old Amir Walker.  The two were detained and a loaded firearm was also recovered in the vehicle.  

Mr. Walker was subsequently arrested and lodged at the Clackamas County Jail on charges of promoting prostitution and unlawful possession of a firearm. 

On August 26th, 2024, Mr. Walker pled guilty to promoting prostitution and was sentenced to serve 20 months in prison, to run consecutive with an existing 24 month sentence he was already serving. Mr. Walker will also serve an additional 13 months for property offenses in Multnomah County, a total of 57 months.

Oregon City Police Seek Public's Help Locating Missing Endangered Subject (Photo) - 08/13/24

The Oregon City Police are seeking the public’s assistance in locating 20-year-old Parker Kemp, who was last seen at the Oregon City Transit Center on August 8th, 2024, around 10:00 p.m.   Mr. Kemp is believed to be suffering from a mental health crisis. 

Mr. Kemp is further described as white male adult, 5'11" tall, weighing 150lbs, with brown hair and brown eyes.  He was last seen wearing a gray t-shirt, black pants, and a black arm band and may be carrying a small, black shoulder bag.  Mr. Kemp is not associated with a vehicle and may be on foot. Mr. Kemp recently indicated he would leave Oregon City for Portland.
